The screening committee will notify them of the acceptance or rejection of the proposed paper. IV. Proceedings The Proceedings for the Second World Congress will be published by Elsevier Science Publishers, Ltd. There will be five volumes with a total of 5,000 pages. In order to have the proceedings published in a timely manner, cooperation from all organizers, speakers, and participants is needed regarding deadlines. Elsevier has agreed to give all participants of the WCNA-96 a very discounted rate (over 80%) for the proceedings. An exciting aspect of this agreement is the inclusion in the registration fee (if you so choose) of the entire set of proceedings (that's 5,000 pages). The increase in the registration fee for the entire set will be just $90.00. But this offer is only valid if your registration is made before or at the Congress itself. After the Congress, the price will be more than $600 for the entire set. Some important points regarding this matter are the following: * Deadline for submission of papers for refereeing is September 30, 1996. However, due to the page limitation of the proceedings, it is strongly encouraged that papers be submitted for the refereeing process as soon as possible. Papers will be placed into the proceedings in the order of acceptance. Once the 5,000 pages are filled, then all other accepted manuscripts will be placed in appropriate journals associated with IFNA. * Once participants have registered, a disk will be provided from Elsevier regarding the layout of the manuscripts. Manuscripts are to be submitted in camera-ready form by the appropriate deadlines. * Send manuscripts to the appropriate organizer(s) or to the WCNA-96 office for the refereeing process. * Page limitations: Due to the limited number of pages provided in the proceedings and the volume of participants in the Congress, the following page limits should be strictly adhered to. One hour speakers and speakers in organized sessions: 8-12 pages. Short communications: 4-6 pages. V. Registration (a) Definitions: Participant: Anyone who is planning on attending the lectures ^^^^^^^^^^^ (i.e., expository, main one hour, organized sessions, or presentation of short communications) and/or participating in the activities of the WCNA-96. Accompanying Member*: Anyone accompanying a participant who is not ^^^^^^^^^^^^ ^^^^^^ participating in the Congress activities over the age of 16. Children:* Accompanying members under the age of 16. ^^^^^^^^ * Accompanying and child memberships are available only to persons who accompany a participant and do not participate in the scientific activities of the Congress. (b) General Information: All participants, accompanying members, and children are required to register. In order to enter and attend the lectures, one is required to wear a Congress Admission Badge at all times while in the Philosophy Building. All participants will receive a registration packet at the registration desk. Registration packets will include: Congress Admission Badges, the program, and any other pertinent information regarding activities (such as tour information, etc.). ***IMPORTANT NOTE*** Due the heavy tourist season in Greece during the time of the Congress, it is imperative that the registration deadlines are adhered to. In order to ensure that the accommodations are guaranteed, one must register by the January 31, 1996 deadline. After that date accommodations are subject to availability. Given the fact that this period is high tourist season, it may pose problems which are beyond our control if registration is made after January 31, 1996. Due to the magnitude of the Congress, WCNA-96 asks the following of all scheduled speakers of the Congress: * Participants try to communicate any scheduling needs, etc. to the WCNA-96 office at least one month before this date. This will help to ensure that those needs will be met. It will be greatly appreciated by all attendees as well as the scheduling committee. * Invited speakers are asked to accept and deliver only ONE talk. There are some exceptions to this request. Keynote and one hour main lecturers may accept an invitation to give a 45 minute lecture or a 20 minute communication if they would like. Speakers in invited organized sessions may also present a 20 minute communication. This rule is due to the enormous volume of speakers at the Congress. It will be very difficult to make sure that speakers are scheduled to be speaking at the same time in two separate sessions. * In the event a participant has been asked to speak in more than one session, WCNA-96 prefers that only one session is chosen which best suits the speaker's interest. Should scheduling conflicts arise, please bring it to the appropriate parties' attention who will try to make the changes. Please understand that cooperation beforehand is the best way to alleviate any such conflicts. (c) Pre-registration In order to ensure the availability of accommodations as well as the inclusion of one's scheduled lecture in the program, please register by the proposed deadlines. Remember: The later one registers, the harder it will be to make accommodation arrangements. Only those participants who have registered by April 30, 1996 will be scheduled to speak. Registrants after that date will be scheduled accordingly but will not appear in the printed program. Addendums to the program will be available daily at the registration desk during the Congress. Everyone is required to pay the registration fee as outlined on the registration form. Please fill out the form carefully and legibly. The registration fee includes: access to all keynote addresses, one hour main lectures, invited organized sessions, short communications, and Minisymposia; opening ceremonies and cocktail reception/party at the Acropolis; discounted hotel accommodations and tour packages. There is a special registration fee which will include the proceedings at a special rate. Please see Section IV above, entitled "Proceedings", for more information. The following are key points to remember: * Registration at reduced rates is applicable only if fee is paid by either January 31, 1996 or April 30, 1996. * Pre-registration of accompanying members is to be made at the time of the pre-registration of participants. (d) Registration fees: Special Registration Rate INCLUDING Proceedings ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^ Received: by by after January 31, 1996 April 30, 1996 April 30, 1996 ^^^^^^^^^^^^^^^^ ^^^^^^^^^^^^^^ ^^^^^^^^^^^^^^ IFNA Member $285.00 $315.00 $345.00 Nonmember 305.00 335.00 365.00 Student 170.00 180.00 190.00 Registration Rate NOT INCLUDING Proceedings ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^ Received: by by after January 31, 1996 April 30, 1996 April 30, 1996 ^^^^^^^^^^^^^^^^ ^^^^^^^^^^^^^^ ^^^^^^^^^^^^^^ IFNA Member $195.00 $225.00 $255.00 Nonmember 215.00 245.00 265.00 Student 80.00 90.00 100.00 Accompanying Members 30.00 30.00 30.00 Children FREE FREE FREE (e) Financial Assistance Due the nature of this enormous Congress and the expenses involved, resources do not permit financial assistance. All participants including speakers are required to pay the registration fee. For developing countries, the GOC is doing everything within its power to find available sources of funding. There is no guarantee that funding will be received. As soon as any information regarding funding is known, participants from developing countries will be informed. If anyone has any suggestions on where to obtain funding in order to help others to attend, the WCNA-96 would appreciate any help given. If participants need special letters, etc. in order to obtain funding, please let the WCNA-96 know exactly what is needed (i.e., letters stating certain facts, etc.). WCNA-96 will be as accommodating as possible in order to help participants to obtain funds. (f) Remittance All registration fees must be paid in US FUNDS and by one of the following methods: * VISA, MasterCard or American Express credit cards. NO other credit cards, please. * Check drawn on US bank in US dollars. * Postal money order. * Bank transfer. If this option is used, it is the participant's responsibility to not only pay the fees involved in the transfer from his/her end, but also the fees involved on the end of the WCNA-96 for the transfer as well as the exchange rate and fee charged by the bank. If this is not taken care of in advance, a bill will be sent to the participant with the appropriate amount due in US funds payable by money order only. (g) Cancellations and additions Cancellations and/or additions must be made in writing to the GOC, WCNA-96. Cancellation by May 31, 1996 - refund of full amount minus bank charges. IX. International Federation of Nonlinear Analysts (IFNA) The interest in mathematical analysis of nonlinear phenomena has led to increased interdependency and cooperation among scientists across traditional disciplinary barriers, and this collaboration has proved to be rewarding and stimulating. Also, industrial recognition of using nonlinear mathematical models for solving problems of technology is increasing because of the rapid development of large-scale computers. It is, therefore, clear that the attempt to understand the nonlinear world will dominate large parts of mathematics in most areas of science and technology in future years. Thus, there is a definite need to have a global forum, to forge unity in diversity, and to bring more cooperation and collaboration into the world community of nonlinear analysts. IFNA defines "Nonlinear" to mean "not necessarily linear" and "Nonlinear Analysts" to include those practicing professionals in academia, industry, and government (including transnational and international organizations), post- doctoral research scholars, and pre-doctoral students/trainees/apprentices, who attempt to understand, model, compute, experiment and provide basic theories to solve nonlinear problems that confront the world in a variety of scholarly disciplines such as: * atmospheric sciences * biological sciences * chemical sciences * computational/numerical algorithm * cosmological sciences developments * economics * engineering sciences * environmental sciences * geophysical sciences * mathematical sciences * medical sciences * meteorological sciences * ocean sciences * physical sciences * social sciences * space sciences * statistical sciences The purposes for which IFNA is established are the following: 1. to promote, encourage, and influence more cooperation, understanding, and collaboration in the world community of nonlinear analysts from various disciplines; 2. to forge unity in diversity by bringing together a variety of disciplines that attempt to understand nonlinear phenomena and to solve nonlinear problems; 3. to organize the World Congress of Nonlinear Analysts periodically in different countries; 4. to create Regional Federation offices to initiate local meetings, workshops, symposia, etc. in the areas of research interest; 5. to help minimize the continuously widening gap between the well-developed and developing countries by providing scientific and technical research assistance through research contacts; 6. to initiate needed research journals and digests for documenting, disseminating and distributing the knowledge of on going research in various fields and disciplines. The cost for membership at the present time is only $45.00 per year (July 1 - June 30). This membership entitles members to receive a reduced rate as noted above for registration at the WCNA-96, as well as a free subscription to the journal, Nonlinear Studies (formally Nonlinear Times and Digest) published by Carfax Publishing. Other benefits include reduced registration fees for various IFNA sponsored conferences around the world and a discounted rate for the yearly subscription to the journal, Nonlinear World, published by Walter de Gruyter Publishers, Inc. An application form is contained in this second announcement for interested parties to fill out. Please return it along with the membership dues of $45.00 USD to the address listed on the application form. X. Miscellaneous Information (a) Official language: English will be the official language of the scientific programs of the Congress, including abstracts and manuscripts submitted for the proceedings. (b) Health and accident insurance: The registration fee does not include insurance for the participants against accidents, sickness or loss of personal property. All participants are advised to make suitable arrangements in this regard. (c) Climate and clothing: Athens is usually hot during the summer. The average temperature in Athens in July is between 25x C (77x F) and 33x C (92x F). Consequently, light and casual clothing is appropriate. The Philosophy Building at the University is air-conditioned. A light sweater or cardigan may be useful for evenings or early mornings. Don't forget swimsuits. The beaches on the islands are beautiful. (d) World Wide Web site: There is a WWW site set up for up-to-date information concerning the WCNA-96 as well as IFNA. The site is NetScape enhanced and some images may not be available for viewing using other viewers. For those interested parties who have access to this technology, this a very useful place in order to keep abreast of various activities concerning the Congress. The addresses are as follows: IFNA http://www.fit.edu/math/ifna.html WCNA-96 http://www.fit.edu/math/wcna96.html
